I am filing with a 1099-NEC worksheet self-employed, but I am unable to e-file without my client's EIN (even though I entered their TIN marked as an SSN). Is this a bug?

I did mark my payer's TIN as being labelled as an SSN here on TurboTax, but that isn't stopping the final "file" step from demanding a federal EIN number. The 'Check This Entry' page says "Payer's federal EIN - Federal withholding is present. A tax indentification number is required for e-filing." Ironically, the very sample form below clearly indicates payer EIN OR SSN, and the SSN is filled with the payer TIN I entered earlier. What gives? Is this a bug preventing me from proceeding, or is this some new restriction for e-filing on TurboTax's part?
