Nobody in this public user-to-user forum will call you. If the aforementioned payment options will not work for you, then visit the U.S. Embassy or nearest consolate office. All U.S. Embassies have a U.S. based banking facility in them, and "some" of the satellite offices do.
There you can purchase a pre-paid VISA in U.S. currency for whatever amount you need to pay. When you get home register that pre-paid card on the Internet with any valid U.S. address and a valid U.S. phone number. Then wait about 4 hours for that online registration to propagate to where ever it needs to, over the Internet. Then you should be able to use that pre-paid card to pay your tax bill to the IRS online at www.irs.gov/payments.
Note that you have until July 15, 2020 to pay any 2019 taxes due.
