It's this kind of crap that I quit working for the govt. Seen too many people get screwed because of jumping hoops or fighting red tape dead ends. They're logic is actually insane and doesn't benefit the common person. It's a bunch of elites making rules and causing so much difficulty for obvious confusion and frustration. It's a game for them I swear. This is a perfect example... The lower wage "poorest" people are the only ones that appear to be having a problem getting the money.
