Sorry---but the fee was for using the software---you pay whether you e-file or mail the return in an envelope.  When it was rejected did you try to fix it and re-file?   Now that you have mailed it, it is too late to try that---but if ever you have this problem again seek help to get it e-filed.   Mailed returns take a lot longer for the IRS to process.
