It depends. This status indicates you are ready and prepared, however you must be called to active duty. If you are considered on active duty on December 31st, through the Army Individual Ready Reserve (IRR) then you are on active duty, answer Yes. If you have not yet been called and are not actually on activity duty, then the answer to select would be No.
