Tax help for military filers
If you literally moved from CO to CA in 2019, then for 2019 you are a part-year resident of each state.
A non-resident is a person that lives in one state but has income from another. For example, if I live in Oregon but work across the border in California, for state tax purposes I'm a resident of Oregon and a non-resident of California.
