A Form 1095-B is not entered on a tax return. If you did not receive a Form 1095-A then you should not be trying to enter a 1095-A.

I downloaded the 1095-A at defense finance & accounting services. It came out as 1095-B. What do I do to proceed?

No, you don't need to enter a Form 1095-B on your tax return, because it isn't required.
Instead, answer the Health Insurance section in TurboTax as follows:
- answer "Yes" to "Did you have health insurance coverage in 2019?"
- select "no" to "Were you enrolled in a plan from Healthcare.gov or another Marketplace in 2019?"
