Irs rejected tax return because of SpousePriorYearPIN

We PCS to California from Guam and filed 2018 taxes on Guam. Using the turbo tax efile we were rejected since the SpousePriorYearPIN doesn't match last year's reported income. The IRS wouldn't have a record since we didn't file it with them. Does this mean we have to mail it in and if so should we include supporting documents from last year's tax filing.

Enter a 0 (zero) for the AGI if a 2018 tax return was not filed.  E-file your tax return again.
