Retirement tax questions
Box 9b and box 5 are the contributions that an employee made so they are not taxable.
If you are looking at the 1099R in the forms mode this information is used to calculate the tax that actual form you are looking at does not go to the IRS.
If the program is not taxing the employee contributions then you are good to go.
