Did you pay back the benefits in 2016? If you had to repay Social Security Benefits, the amount you repaid should be in box 4 on your Form SSA-1099. You don't enter that amount anywhere in TurboTax. It has already been subtracted from the net benefits in box 5. Just enter the box 5 amount in TurboTax as it appears on the SSA-1099. That takes care of the repayment.
