Since you did not receive a Required Minimum Distribution in 2017, you will not report your distribution on your 2017 return. Instead, you will report two distributions in 2018. (You will likely receive two 1099-R's, as well, unless you took your 2018 distribution at the same time.) You will report the penalty in your 2018 return.
