Q. Regarding contributions to Roth prior to 2017. Is Contributions to Roth 401K then converted to Roth IRA considered a contribution?

No.  Not a new contribution.  So do not enter it under Deductions & Credits

When TurboTax asks for your contributions for years prior to 2017, yes, include any original Roth 401(k) contributions that were rolled over to a Roth IRA if the distribution from the Roth 401(k) occurred prior to 2017.

If the distribution from the Roth 401(k) that was rolled over to the Roth IRA occurred in 2017, do not include it in the total of Roth IRA contributions for years prior to 2017.  Instead, TurboTax will automatically pick up the amount of contributions from box 5 of the 2017 Form 1099-R reporting the distribution from the Roth 401(k) and add it to your Roth IRA contribution basis.
