If you make basis-only withdrawal from a Roth IRA, how is box 7 marked on the 1099R?

It would seem Q should be used but that does not meet the literal criteria described in the instructions. My IRA custodian marked it as J since I am under 591/2 but the withdrawal was not for earnings. TT taxes the full amount ... but shouldn't.
