Higher Education should be the 5th entry on the list of exceptions for a code J. If not there then you might have made a previous incorrect answer. The interview sometimes goes wrong if repeated.
I suggest that you return to the first 1099-R screen and delete the 1099-R and then re-enter. The exception screen comes after the 1099-R summary screen and continue.
