Retirement tax questions

Not necessarily.  It depends on what the 1099-G would have been issued for: 

State refund -- If you got a state refund last year AND you itemized your deductions, you will have to include the amount of the state refund in your return.  If you took the standard deductions last year, then you don't have to include the refund.

Unemployment Benefits or other gov't benefits/grants -- You need to include this amount in your return.  You'll have to use your own records.
