You should not be required to pay the healthcare insurance penalty if you are covered by Medicare. Therefore, go back under the healthcare insurance section (under the federal taxes tab) and select "yes" to "Did you have health insurance coverage in 2016. Then "no" to "Were you enrolled in any of these less common plans in 2016?" (screenshots)
