No, a distribution from a 403(b) plan does not satisfy an IRA RMD (or vice versa).

IRA RMDs can be aggregated with other IRA RMDs and taken from your IRAs in any combination.  Separately, 403(b) RMDs can be aggregated with other 403(b) RMDs and taken from your 403(b) plans in any combination.
