Do I not get credit for my retirement contribution on the Retirement Savings Contribution Credit?

I have a mandatory State Employee's retirement contribution listed in Box 14, Other on my W-2s.  On the Retirement Savings Contribution Credit page, it states I contributed $0 and only asked if I contributed after tax.  How do I show the amount paid on the calculation to determine if I get the credit?  Do I not get the credit because it's mandatory and instead of elective?
