A code R 2018 Form 1099-R applies to your 2017 tax return, not to your 2018 tax return. Entered properly into 2018 TurboTax, 2018 TurboTax will ignore a 2018 tax return other than to tell you that the recharacterization should already have been reflected on your 2017 tax return.
2018 TurboTax's summary might be showing the gross amount as income, the total of all gross amounts entered from Forms 1099-R, but 2018 TurboTax includes nothing about a code R 2018 Form 1099-R on your 2018 tax return.
