No - you will not need to include this 1099-G for a nonresident state's tax refund as income on your 2017 tax return. (Only resident state refunds may need to be reported as income based on whether or not you itemized your resident state income taxes on your prior year's federal income tax return.)

Just keep a copy of the 1099-G for your records.
