Can I count roommate as dependent if he receives SS & VA disability & I paid all house payments & car payments & other household expenses?

My friend lives with me and gets SS and VA disability benefits. I pay all the house payments, car payments, and some other household expenses.  He pays the utilities and auto insurance. Can I count him as a dependent?
