The IRS has not release the 2017 version of the 8606 form yet because of the late tax law changes that changes some items on the 8606 form. Until the IRS acts and adds the new electronic specifications of the form, it cannot be finalized. 2/8 is the projected date, but the actual date depends on the IRS.
