do i include it as other income and pay tax as if i received it? Or do I show additioinal tax at 50% with indication i did not receive it and ask for waiver? Turbo tax did not enter the 50% tax and did not include it as income as we did not receive it, but added an explanation to the return, accountant says not right way to do it
