It sounds like there might be an error on your 1099G. Its not possible for them to have withheld more from your unemployment compensation than they actually paid you. Think of it like a bank account. If they deposit $114 to your account and then try to take out $163 there is not a large enough deposit to cover the deduction. Be certain you are not reversing the numbers as you input them.Even if this is the case the numbers still look strange since 25% is usually the maximum amount you can voluntarily elect to have withheld from 1099G payments.The standard withholding amount is 10%.
