For 1099R military retirement there's no block 3 but TurboTax says "included in block 2a." Does it mean enter same amount or leave blank.

For 1099R military retirement there's no block 3 but TurboTax says "included in block 2a." Does it mean enter same amount or leave blank.
Block 3 is for capital gains.
