Retirement tax questions
Supplemental Security Income (SSI) payments are not taxable.
However, the fact that you received an SSA-1099 makes me question if he is not receiving another type of benefit which would be taxable. If the payments are NOT SSI, they would possibly be taxable. Please see the link below.
