Don't worry about it. Box 13 and 14 ONLY matter if there is a positive dollar amount in box 12 - if not then what is in box 13 & 14 only matters for the TurboTax e-file error check and makes no difference for an 2017 tax return. Neither the IRS nor state even look at box 13 & 14 of box 12 has not tax withheld.
