"Where do I put a Roth IRA fair market value on turbo tax?"
Nowhere. It's not needed by TurboTax.
If you made any distributions from a Roth IRA in 2017, TurboTax does need to know if you had a nonzero balance in Roth IRAs at year-end. If you are asked if you had an Roth IRAs "open" on December 31,2017, answer Yes since your Form 5498 from the Roth IRA shows a nonzero FMV.
