Yes. You don't have to have the SSA-1099 in hand to file.  But keep in mind, you cannot efile until Jan. 23. It may appear that  you have filed, but it's only sitting on a server until then.

But social security is not taxable (or reportable) unless you have sufficient other income. So, you must be expecting other tax forms. Although (this year) you can be pretty sure you know what's on the SSA-1099; you should use the time available to verify your other information.
