"Once I am retired and not paying into a retirement plan am I still to select- I'm covered by a retirement plan at work?"
I am retired teacher and living on my retirement pay. I can not contribute to it and am not contributing to 403. Do I still select - I'm covered by a retirement plan at work?"

No, you would mark no.
Once retried, you could still work part-time and contribute to an IRA, if you meet the other requirements.
