Yes. You can correct the Alabama withholding by filing an Alabama return. You will complete the Non-Resident form. You will also complete a Georgia Resident return and your IRA distribution will need to be reported on that return instead.
If you haven't done so already, contact your IRA plan administration or login to your account online to update your home address.
