My review says box 14a for electronic filings. NYS withholding can not be equal to or greater than the gross or state distribution. I do not have a box 14a and box 14 is for taxes I did pay. If I change box 14 to no taxes paid my taxes due on the form skyrocket to those that I said pay but without a box 14 a I do not know how to finalize anythin.
