I live in TN, but worked locally for two different companies who are headquartered in another state. One put TN in box 15 (left 16 & 17 blank), and the other put TN in box 15 with 'NO W/H' right beside it), put my gross salary in box 16, and left 17 blank. So, to answer your question - box 17 is blank on both W2s.
I appreciate the quick replies! I guess I'll just leave 15-17 blank on the TurboTax return and hope for the best 🙂
