Take a look at your Form 1099-Q box 6. If there is a box checked on your form, then answer 'Yes' to the question for box 6. If there is not a box checked on your form, then answer 'No'.
The wording on the TurboTax entry screen is confusing, but the important thing is to match the information shown on your actual Form 1099-Q. The wording on the screen is being reported to the development team to follow-up and make some updates for clarity.
