Yes, the Wisconsin state tax return starts with the Federal Adjusted Gross Income (AGI). So, if the Traditional IRA distribution of after-tax contributions that was converted to a Roth IRA (backdoor Roth IRA conversion) was not included as taxable income on your Federal return, it will not be included as taxable income on the Wisconsin return.
Typically, you will not need to re-enter Form 1099-R when preparing a state return. Most everything that is needed comes from the Federal tax return entries.
