Yes, if box 17 for state distribution is blank on your Form 1099-R, you can enter a zero in that box.
However, if this generates an error message in TurboTax, just leave all the boxes 14 through 17 blank with no entries at all. This will prevent error messages. In general, the program uses the information reported from boxes 1 through 13 to determine the tax treatment of your distribution.
