I received a 1099-G for tax year 2025 for the Oklahoma Parental Choice Tax Credit. TurboTax will not let me use a 1099-G for a tax refund for year 2025. What do I do?

Google states that the IRS has not made a determination yet on how the PCTC will be treated. Does this mean we just wait until they do before we file?
