Thank you for your responses. You are absolutely correct in that I was mistakenly entering my rollover as an contribution to the Roth IRA, in addition to the 1099R entry I had under the "Wages & Income" tab. Following your guidance cleared up the penalty message I was getting. I appreciate it.
