I have 2 1099R forms code 7 that have blank line 16, and 1 code 4 that has a blank line 16, and turbo tax wont accept it. Please help

No fed tax withheld on code 4 1099R. Fed tax withheld on the code 7 1099R. No state tax withheld on any of them. Do I need to compute state taxes?
