Withdrawal of  CONTRIBUTION dollars are not subject to tax (or the 10% penalty) regardless of your age and regardless of how long the money was in the Roth.  

 

It's that simple.  

 

The answer gets more complicated if you are asking about dollars that were converted from a Roth or the earnings generated in the Roth.  However, once you turn 59.5 years old and any Roth account you own has been open for five calendar years, there can't be any tax or 10% penalty on any of these withdrawals.
