After much frustration, because TT never solves these type of issues timely (or ever), I just filed my tax return WITH Form M1QPEN. I typed "Turbo Tax Error" where it asked for the "Pension Administrator" and I selected "N - none of the above" where it required me to select a "Plan Type." After I did that, all my errors were cleared and I was able to file electronically. I would only recommend following this method at your own risk. I'm just someone who files my own tax returns and has used Turbo Tax for over 25 years. Every year they have issues, so I just find a workaround that I'm willing to live with myself.
