Box 1 and Box 2A are reported correctly. Since retiring in 2002, I've never had to report a RMD. Why is it necessary now?

I'm now 82. My returns for the past 10 years have not required reporting a RMD. I recall reading a statement that the RMD was the taxable amount, but I don't recall the source. I think it was the Texas Teacher Retirement System.
