Just got off the phone with a turbotax agent.
After an hour of torubleshooting, and DELETING the state form to do over, the agen finally got a response from higher up saying the 1099-Rs were "being held hostage" by the government until the 20th and there was nothing we can do about deleting the form or whatever until then.
