Ah, the problem is that some software automatically prints a state code, whether or not it is relevant (Tennessee has no individual income tax, hence box 15 is not relevant on the 1099-R form).
So just don't enter box 15.
NOTE: this assumes that there is no entry in box 14. If there is, then we have a while different problem, because they shouldn't withhold tax for a state with no income tax. Come back and tell us if this is the case.
