2019 is no longer officially support, and the update service is not available (the CD is always a very early version and must be updated -- the updates are discontinued.)
However, I still have the 2019 download in my account, and as far as I know, the download is updated to the final version, with all updates and changes applied.
So it is possible that customer support could push a download to your account that would not require updates. Not a guarantee, but it might be possible if you call them.
