Retirement tax questions

Three times when I have efiled the IRS has sent me a letter asking for a hard copy of my 1099R, including the last two years.  Then they put a 570 hold on my refund and delayed it months - until mid July for the 2022 refund, and until midOctober this year, for the 2023 refund.  Both times I had to contact my congressman who got me in touch with an IRS taxpayer advocate, or I might still be waiting.  I had large refunds both years that I expected to get early in the year, which is what usually happened.  These long delays for my refund, where the IRS was basically nonfunctional, caused me to change my W4 so I will get minimal refunds from now one.

 

The frustrating thing is that noone at the IRS, which I talked to many times throughout the year, could tell me why they were delaying my refund.   My taxes are very simple because I have few deductions - I use the short form.

 

The one thing I have read that might explain it, is if you file your taxes early, you are more likely to get a code 570 hold on your return.   I filed early both years before the end of January.  (hoping to get my refund as soon as possible).  Nowhere in my wildest dreams did I think I would have to wait until October.
