It seems to me that TurboTax should have no reason to ask this question for a distribution from an inherited traditional IRA.
What is the code in box 7 of this Form 1099-R?
Is the IRA/SEP/SIMPLE box marked?
Did you answer Yes when asked if you inherited the account from XXX?
