I have a 1099-R that shows a value in the Federal Gross Distribution, but the State Distribution is blank. Should I put the value of the Box 2B into Box 16?

I have a 1099-R that shows a value in the Federal Gross Distribution, but the State Distribution is blank. Should I put the value of the Box 2B into Box 16?
State tax is withheld in box 14.
