My problem has been solved. However , I can't tell you what I did differently. I went back to Turbotax 2022 to look at my return and I could find where Turbotax allowed me to answer the questions to claim my QCD's. I then launched Turbotax 2023. It performed a software update and when I went to update the 1099 for my inherited IRA, the software finally asked the questions that led to my being able to claim the QCD's.
