Can I correct an entry in box 14a that says New York State witholdings can not be greater than or equal to gross distribution or state distribution ?

My state witholdings are already less than my distribution both state and gross. 
This happened last year, and I was told this was a common Turbotax problem. I forgot how I fixed it. 
Any help will be appreciated.
